Plugin or CR to create own rotations

I'd like to know if there is something like a Combat Routine to setup. For example: I load the CR after I booted HB and have to setup the CR before it will work. Maybe a kind of menu with all class spells and you have to setup (for example):
Judgment on cooldown
Avenger's Shield on cooldown
and so on.

If there is a CR like this please post a link.

nope there isn't a CR that works like that (no public one, dunno if private editions are existing)
We (some community devs in a skype chat) already thought about that (Ama did a prototype application for that), but noone ever finished it ... maybe because of the hundreds of thousands of possible combinations of conditions someone would ask for ...
like: Multidotting, Aoeing in general, cast attack only when xyz Power && timeleft of debuff && whatever && HPTarget<20% && whateverelse

Yeh, I already thought that this kind of project would be very hard. If you and the other CR develops are in some kind of project than PLEASE let me know this and if you need a tester I'd be your man

we aren't .... like i said, we had a proto on this, but noone ever wanted to care about it and so ... noone ever had done anything else than this prototype
