Plugin manager bug: Same character name (NA / EU)

Having your account logged into both regions under the same character name will cause the plugin manager to not work properly for that account.

For example

Character is logged into NA on Server X
Character is logged into EU on Server Y

Plugin manager shows only one instance of Character only for Server X, yields odd results when trying to start and stop plugins.

It appears to be related to the account name not the character name.
