[Plugin] HBUpdated: Check to see if there has been an Honourbuddy update

Have no idea if this actually works properly, but it should let you know if HB has been updated and give you a link (or launch your default browser if you hit the plugin button) to the download page.

I will not be making this update HB automatically.
