[Plugin] Guild Creator

I went through and made a Guild Creator plugin to find out GUILD_REGISTRAR_SHOW event isn't active anymore ... or never was .... so if anyone wants to adapt this, it's done .... easily adapted but irritated me .... here ya go.

If CnG adapts it, yes, otherwise yeah it's finished just needs the two events adapted into Frame.IsVisible and a few GossipOptions ....
