Please Fix Tinkertown Technician & Goblin Blastmage

As the title says, no need to include log cos other reporting the same issue....

Tinkertown technician often played before a mech on the same turn or played on empty board with mech in hand.
Same with Goblin Blastmage, played alone on board or played before other mechs on same turn.

theres no person working at AI most important thing in this game. Sadly they rather work on UI.
