peer block seems to block a wierd address

I have my peerblock running and when i start up HB every time it blocks something called "OVH SAS" at least that is what its called in the range category on the peerblock program, anyone know what that is or if its necessary I can tell the destination ip also I would just rather not I dont like telling an IP address for anything connected to me on here, I wouldnt put it past blizz to be spying on the competition also its why i dont post screenshots or anything like that
