These workarounds do not actually seem to solve my problem.
Instead of raising the priority of Holy Prism, the workarounds you gave me only tweak the frequency at which the other two spells (Flash of Light and Holy Light) are cast.
While this mimics raising the priority of Holy Prism (by lowering the amount of HL and FoL I cast), it actually just causes a HPS loss because I am casting less spells overall.
It seems the problem can be solved by raising the priority of Holy Prism in the Dynamic Spell Priority List.
Would it be possible to add a setting under Holy Prism similar to OnCooldown (but separate) to make it the highest priority heal in the Dynamic Spell Priority List?
I think many holy paladins would like to see an option like this.

When seeking that perfect balance between single target healing and AoE healing (I assume you want Holy Prism to be cast on a mob to get the benefit of healing more than one player) you have to adjust the UrgentHealthPercentage setting in your Class specific setting.
Because AoE is always above single target in Oracle I check the Urgent Health Percentage is less than the current Healtargets health percent. If it is greater than, it does evaluates the AoE dynamic spell list. If its less than the setting it will not AoE it will continue down and evaluate the Single target dynamic priority list.
So adjusting the Urgent Health percentage is a good start to finely tuning AoE and single target healing. I have put some logging in the current beta that will tell you why it did not evaluate the Aoe list (Tank was less than 65% health or Healtarget had less than 3 seconds to live.) I have thought about giving the user complete control over this but if the user got them wrong it would heal like shit, and i would get increased support requests. Ill think it over.
So to give you one last "Image" of how Oracle decides when to AoE and when to Single target;-
AoE (If any conditions are "Yes" then it will not evaluate AoE)
--> Is the healtarget below urgent health percent setting? No --> Is the tank below 65% or has less than 3 seconds to live? No -> [+] Evaluate AoE healing Priority List (Count, HP%)
Single Target
--> [+] Evaluate Single target healing Priority List (HP%)
