Does blizzard monitor previously suspended accounts closer than other accounts?
 
I'd like to open this reply with a quote:

All account infringements (suspensions, locks, bans) are recorded within an account history of each account.
GMs use this information to base decisions off of when investigating later "infractions".

What Blizzard does is always speculative. Is it highly possible that they monitor previously "issue" accounts more closely? Yes.
 
I'm sure the account is marked as elevated to be more likely to infringe upon ToS.
 
Looking at this with an open perspective.

Does botters pay for keys and gametime? Yes
Did Blizzard make this game to earn money? Yes
Does Blizzard waste resources to monitor you old banned B.net? Hell No

With that said, they aren't monitoring your accounts, but if you ever give them a reason to invetigate your account, and you happen to have previous banned accounts on the same B.Net, it is likely to sway the GM's decision.
