When I started my SAFE settings a week ago, I have been getting 3k-4k exp/h ever since. You can always go wild with crazy setting that would get you banned sooner. But like many say you will get banned sooner or later, why not do it wild and aggressive. It's your choice.
If you want to get banned more quicker go at 50 km/s and disable all safety nets ( Pokemon limit per hour,disable hatching, immediate transfers) You will get about 20-30k exp per hour but dont expect to keep your account very long.
How to get AT LEAST 10-25k EXP/hour - My personal settings and Strategy
This works for me when I start as far south as city hall, near Central Park Zoo (that's southeast Central Park), anywhere else in Central Park, and as far North in Manhattan as about 150th.
First I'm going to go over my settings, then I'm going to explain some simple tricks to get more than just the average 15-25k XP I get per hour.
NOTE: TO MAXIMIZE XP, IF YOU ARE GOING TO SPEND MONEY/COINS ON ANYTHING IN THE GAME, FIRST, MAX OUT YOUR POKEBAG AND ITEM BAGS (They maxes at 1,000). THEN YOU WANT INCUBATORS, BECAUSE HATCHING EGGS GIVES YOU AWESOME POKEMON, STARDUST, XP, AND LOTS OF CANDIES. LASTLY, LUCKY EGGS. I'm assuming you all now about how to gain XP using the Weedle, Pidgy, Rattata + lucky egg trick, but I'll explain it for those of you who don't know.
General:
Move Cycle
Run between Pokestops
Uncheck "Stay in radius, unless you know what you're doing or are going after a nest"
Speed Limits
Jogging (10.8 km/h)
Uncheck "Stop randomly on Pokestops and take a break"
Move Cycle

Prioritize Rare Pokemon
Catching:
Pokeball Strategy:
Use CP based Pokeball Stragey *This is up to you. I've found this to work best for me personally, but depending on your level, you may want to adjust the values for Greatball and Ultraball
Pokeball min. CP: 1
Greatball min. CP: 500
Ultraball min. CP 950
Masterball min. CP 2000
Check "Never use Masterball", even though they aren't in the game yet, really
Uncheck "Use random throw accuracy" I know it's good to help from getting you soft banned, but with everything else with these settings in place, and after over a month, I've not once been soft banned
Check "Use highest Pokeball on rare Pokemon" - I'll get more into this later, but suffice it to say, the very rare, fully evolved, or single evolution pokemon should be on your Rare Pokemon List, along with any Pokemon you're trying to evolve, like Machops & Machokes to get a Machamp. After you've evolved a good Machamp, you could remove Machop and Machoke from your Rare Pokemon List.
Catching Strategy:
Uncheck Skip Pokemon in caughts are > whatever in last Hour
Do Not Catch Pokemon List: (I leave this to your discretion)[]
Pokestop:
Uncheck "Stay near a lured Pokestop"
Uncheck "Skip Pokestop if we have more then whatever Pokeballs
Uncheck "Skip Pokestop if loots are > whatever in last Hour"
NOTE:I leave these to your disgression, but I will tell you that when I used to use "Stay near a lured Pokestop, I got way less XP/hour. Traveling around not only hatches more eggs, but at ~10km/h, will get your more Pokemon & stops, hence more XP
Transferring:
Transfer Strategy:
Transfer all, but keep three of each with highest CP and IV...
Protect favorite Pokemon from being transfered.
Note: You don't need to check this if you use the ignore list below. That's what I do. They can sometimes overlap, but I find it's easier, because I often change my rare Pokemon, and it's easy to mess up and forget that one of your favorite Pokemon was transferred because you didn't tell the bot it was your favorite.
IGNORE LIST:
Personally, I choose all the big ones - all final evolutions (save the ones I have a ridiculous amount of, like Raticate or Kakuna or Pidgeoto . You'll see why we'll have lots of them in a moment. Also, the rare, very rare, etc Pokemon. You wanna keep them until you find a high IV one with at least relatively high CP to level them up.
Weedle , Pidgey, Rattata - we'll be using these to gain MASSIVE XP In case you wanna know what I have presently, I'll show you (BTW, I have every AVAILABLE Pokemon in the game right now, save Alakazam, but I still select a lot for my ignore list intentionally, because if I have more than 3 of a certain good Pokemon, I want to personally look at their stats and move-set to determine whom to keep

Rare Pokemon:This one is really up to you, and you should change it over time. Again, I'll give you my present list, but what I recommend is selecting all of the fully evolved formed Pokemon, all of the Single Evolution Pokemon, and any other really good Pokemon. Because, earlier, we set "Use best ball to catch Rare Pokemon" and "Do not transfer Rare Pokemon". You'll also want to add some lower evolution level Pokemon to your Rare list. The reason for this is if you're trying to get the final evolution of a 3-stage pokemon and need 100 candies to do it, or 125 in case you wanna evolve a high IV level 1 first, then evolve him to level 3. My general rule is, if I'm going to evolve a Pokemon, I always want to have at least 30 extra candy for powerups, and I ALWAYS wait for a high IV before making my move. I don't wanna just catch em all; I wanna be the very best, like no one ever war

Omanyte - You can leave this one out. I choose to keep it in because I've used coins to fill up my bags to max, and always have at least 50 Ultraballs, usually over 100. And assuming you're using my settings, all of these Pokemon you select will attempt to be caught using the highest level ball, which often isn't necessary with this Pokemon, but I want to make sure I get them so I can get enough candies and a high IV/CP one to get a better evolved form.

NOTE:This assumes your bag is maxed out at 1,000. You don't need the exact same settings at me here, but Pokeballs, Great balls, and Ultraballs are the most important if you want to gain XP. If you want to know how I came to these numbers, ask, and I'll post a thread explaining it, but I used an algorithm to determine what would work best, and so far, it had worked pretty well. If your bag is lower, focus on keeping about 50-60% of your inventory on Pokeballs. 50% of that for Pokeballs, 25% for Greatballs and 25% for Ultraballs.
Check "Recycle Immediately!"

Now that that's out of the way, let's talk about how to get even more XP!
Firstly, you need Weedles , Pidgys , and Rattatas. Start the bot anywhere in Manhattan (or any major populated city). Within 12 hours, you'll have hundreds of candies for each.
To maximize this is to make sure your Pokebag is maxed out to 1,000, and that, under Transferring, you add those 3 Pokemon to your ignore list so they don't get transferred. I personally recommend adding Nidoran, male and female to this list as well.
When you're ready, start the game on your phone and use a Lucky Egg. Close the game on the phone and launch the bot. Click on "My Pokemon" Search for one of the Pokemon. For this example, we'll use Weedle. Click the IV tab up top to sort by IV. Now, Select All (CTRL+A, or click the top one, hold shift, and scroll to the last and click). You'll be able to see the total number of Weedles you have. You'll also be able to see the total number of candies. Take the candy amount and divide by the evolve cost amount (12 for Weedles).
For example, if you have 600 Weedle Candies, divide that by 12 (the cost of evolution), and you'll see that you have enough candies for 50 evolutions. Select the top 50 Weedles by IV. The reason you do this is so that your Kakunas are the best they can possibly be, and while most will be transferred away, you're almost always left with at least one with over 90 IV, and you can evolve one of them into an amazing Beedrill. That will net you 50,000 XP. (500XP per evolution times 2 for the lucky egg times 50 evolutions!)
Repeat for the other Pokemon (Pidgy, Rattata, and the Nidorans if you want to (I do, personally because Manhattan is full of them). Remember to watch the clock. Start a timer from the moment you start the lucky egg, because evolving dozens or even hundreds of Pokemon, even in the bot, can sometimes take more than 30 minutes, so much sure you stop if the 30 minutes is up, and use another lucky egg!
NOTE: Now, you can do it another way. Before starting the lucky egg, do the math to see how many Pokemon you could transfer to allow for more evolutions, while still keeping at least 1 Pokemon. I do it this way, but if you're not very good at math, it could take you a while, and ultimately there's no benefit that wouldn't be obtained the next time you do these lucky egg evolutions (which if you bot 12 hours a day/night, you can do once daily). For example, lets say you have 100 Weedles. You could transfer 30 or so of the lowest IV Pokemon first to increase your candies, allowing more evolutions. Or you could just transfer 49, evolve 50, and keep 1. Then you'll have 49 candy for the next time you batch evolve.
^^ Works for more experience ~18-25k/hr. But ended up getting softbanned (pokemon fleeing). Is it because of too many pokemons caught per hour? Possibly 100% perfect throws instead of random?
