Off CD and OOC ?

Hello,

Could you explain me how consist of the following two commands because I do not understand their utilities « off CD »:

Use Laws of Valor off CD
Use Akarats off CD

For the command « Use Steed Charge OOC » which means OOC ?

Off CD means immediately use it again if the cooldown is ready.

OOC means out of combat. So he uses steed charge just to move faster out of fight.
