No access to payed plugins page?

Plugins requests form, its the Authors choice to make it paid. and Paid plugins is not exactly setup as of yet, they are still working out how to do it, If everyone can make there plugin paid..then there will be no free plugins.

Well I just want to pay someone to make me a plugin that I need and for sure it will be easy for the skilled onez since it's nothing complicated.

You could just open a thread in the Request section and ask for someone to create it, and give him the money afterwards via their donate-links.
