New windows 8 and DB dont work

Hello, i change windows for 8 on my new laptop and dont reinstal d3 only copy folder( game work fine) i need to run DB there is a roblem like this:

can somebody help me what i must to change?

There might be a problem with .NET Framework or C++ Redistributable.

Please follow these instructions exactly.

Uninstall ALL .NET Frameworks
Uninstall ALL C++ Redistributables
Restart your PC
Run this tool as ADMINISTRATOR - Honorbuddy Wizard

Hopefully this fixes the problem.
