I've got the same issue before. If you have a non-English folder name, just change it to an English one.

and i changed only proxy setting and location information.

I guess so. You cannot have a non-English folder name for any level of the folder, including the root folder.
I mean, your folder name shall look like "C:\pokemongo\PokeFarmer 1.0.117", not "C:\ポケモン\PokeFarmer 1.0.117".
If folder name is not the issue, then I do not know what is for you.
