If you are on windows 7 and you are having and issue try updating your windows and making sure you have .NET Framework 4.5.2

See if this helps it fixed it for me.
Apparently my windows updater was failing to perform that install. ( if you check your update history it may say failed, like what happened to me )

Mine is Windows 10, was working fine yesterday but now it just cound not connect to the server
