I'd guess almost everyone here has a Skype account. They keep pressing you to post your problems/questions here because you are most likely not the only person that will ever have a this problem. By answering your questions here we can refer people with the same question to this thread rather than wasting our time repeatedly answering the same questions.
In reference to your specific problem, if the plugin in question is HBrelog as it is what you have highlighted, I do not believe it works as other plugins. You will find that when it comes to CR's., Plugins, Botbases ect, there are usually detailed descriptions on the initial page of the specific item you are trying to use that outline how to install/and use the application. Or failing that browsing through the thread relating to the plugin/CR that you are trying to use will often yield the answer you are looking for. If all else fails post a question in that specific thread, often times the author can answer your question much faster than the general population.
Now as I recall HBrelog is different than most plugins. I have not used it in a very long time so I may be wrong here, but as I remeber it, it is stand alone with its own exe. meaning you can put it in its own folder along side HB and start its exe. before starting HB and such. Please someone with more exp correct me if I remember incorrectly.
