Do you have an antivirus? Have you tried turning it off? Do you have any other programs running?

disabled antivirus and results same . only working program is buddywing and i dont think its a program error but there is nothing to do atm

That error seems to indicate that it doesn't recognize something in your skill tree build. Which build are you using, and did you do anything unusual like combine skill trees?

Actually error shows up every character so i dont think it is about my skill tree

If you make a lvl 1 on another server. Do you still get the error?

Ok I'am pretty sure I just figured this out. Go to windows control panel > region and language > formats. On the formats tab change from turkish? to english(US) and you should be good to go. I tested changing from english(US) to turkish and whenever I did that I would get the exact same error you are getting.
