msvcp110.dll missing

Hello,
my friend is bad at english (me too aswell, but still better) and he got the "msvcp110.dll missing" error. he tried to put the msvcp110.dll in system32, which he downloaded on internet and to reinstall visual c++ / .net several times with several versions,and updated windows, he has the lastest HB version, tried the portable version and the installer version. he still has the same error, what do you think he should do ?
