monk - tempest rush farming

is posssible on giles to make tempest rush for movement speed?

With the current build is working for me as a movemeent speed bonus, it's not using it for attack, but movement is ok.

I was using it, it used it for attacks sometimes, but not as often as you would like. It was still better than other builds I used for my monk. Because of this and other things I have leveled up a barb and gone ww build and it does much better.
