Well works fine for me with those talents, but I know no better because my mage is just an alt I am having fun with, if something works and needs no tweaking I am simply happy at that.
Suggest a tree for me with glyphs then if you don't mind, I'll give it a whirl just to see how high I can get then if mine is so bad

I only PVE and only LFR, don't have the time for organised raiding.

Presence of Mind does provide a very small DPS gain on encounters that do not require movement, but these encounters do not really exist (even in LFR). So go with Ice Floes.
Temporal Shield should be the default choice here, because it is off the global cooldown, meaning that using it is not a DPS loss. Use it before taking large hits.
Teir 3 talents are all about crowd control. Not a big deal in the PVE environment. I use Frostjaw but simply because I like having two silences during Galakras and Garrosh.
Cauterize to me is the best choice when it comes to this routine. No casting of extra spells to slow it down, and it uses Ice Block instantly to keep your health up and avoid any additional damage.
Living Bomb is your highest dps spell.
Invocation. Personally, this is far superior to Rune of Power in that I have way more maneuverability. I don't have to stay around a rune on the floor without having to recast it if I need to move far away.
Glyph of Splitting Ice - Small boost to multiple target DPS.
Glyph of Icy Veins - Helps prevent GCD locking from high Haste.
Glyph of Water Elemental - Improved utility for your Water Elemental.
Glyph of Momentum - Improved mobility with Blink.
As you said though, you don't really care about your dps, but using these choices will max your dps out with the most maneuverability. Although LFR doesn't require you to move to much as the mechanics hit like a little girl.
