Mage default singular CC not eating to 100% health

I'm leveling 90-100 and when my mage gets low health, it'll start drinking but then stand up around 70-80% health instead of 100%.

what could be wrong?

Updated and I'm still having this issue.

disable any 3rd party plugins and your wow addons plz

try it and let me know
