Does the fact that im using Diablo 3 in Russian affect the Loot rules? Im using the DefaultItemRules that Tony posted here , but the bot is skipping Gems and Tomes

one question for nub learning purpouses

in your rules you have a line

 <ItemRule itemBaseType="Weapon" oneHanded="false">

I understand this is for one Handed weapons, but why does it say "false" ? I mean if you whant bot to look ant one handed weapon should it not say "true" ?
