Instead of for example
<TargetMinLevel>30</TargetMinLevel>
<TargetMaxLevel>40</TargetMaxLevel>
in profiles, why not have a global one at the top of a profile using positive and negative numbers.
<TargetMinLevel>-10</TargetMinLevel>
<TargetMaxLevel>+3</TargetMaxLevel>
The reference point against this would be your current level, so if you were a Pally you could go +5, if you were a squishy mage maybe +2. This could be set once in HB or a profile instead of multiple times in a profile and will automatically adjust when levelling.
