Just use gladiator routines (it is definitely less than $100!) it should have some of the options you are looking for.

everytime i use a routine it does dps.... i dont want the bot to do anything but silences and cc no dps

I wrote a botbase and a plugin to focus trap on my hunter. Its called TrapBuddy. I can make this as a botbase or a plugin what ever you need.
