Is Trinity freezing/stuttering my game?

I just got my pc back, fresh format (from another issue), clean install of Windows, latest stable DB, D3, etc. Everything's new and shiny. I read the pinned post about settings, did all of that, restarted the game, let it load to character, went inside the game, started DB, entered my key (even double checked to make sure my license is still active, it is), and the game is still stuttering like it's having framerate issues. My latency stays around 94-96ms both botting and not, which is pretty decent, given my internet (10Mbps down/512k up DSL).

I noticed this in red just a second ago in the DB window:

So I'm assuming it's a performance issue with Trinity, or taking a wild guess. I should also note the issue does not happen in town, while closing a rift or running errands, only while inside a rift and heavily while engaged with mobs. I have updated video drivers, shrunk the screen as much as I'm able to do so and still be able to see it, and even hitting Z to zoom in still doesn't help.

This is a fairly new pc, I had it custom built back in March, it's an Asus gaming rig running Win 8.1 with 16G RAM, and a Radeon R7 250 Core Edition 2GB vid card that I just installed yesterday (and made sure drivers were up to date).

EDIT: I just updated video drivers *again* as it seems AMD released a new driver for my card. Updated, rebooted, still having same issue. Here are new logs.

Tried moving D3 to a high priority process, that didn't do anything except slow down my web browsing. Also did a fresh install of Trinity. Same issue, on both WD & Crusader.

Well Lindsay, some things I have tried that might help you are:
Playing in Windowed mode, resize the game as small as possible where you're still able to see it (that helps a lot)
Changing D3 priority in task manager under processes to "Above normal" (but it can slow down web browsing a bit)
Fresh install of Demonbuddy and all plugins (I've done this 3 times)
and generally when you ask for help, they want a log file (found in your logs section, it will look like mine, there's a tutorial on how to post logs in a thread)
 
It won't let me upload my updated logs for some reason, but I did snip this out of my DB window:

Apparently DB/Trinity just doesn't like to play well with Saders in general? I got it resolved for the most part on my WD, but it's still awful on my holy shotgun sader. Manually I can mow down T5 (and sometimes T6) with her, but with the bot, she lags so bad on T4, it's painful to watch her struggle with the simplest of mobs, let alone the RG. I did set my fore & back FPS to 150 as mentioned in another thread, that didn't do anything either. She's fine walking through an empty area, it's only when she's encountering mobs that's the issue.

Idk that I'll ever figure out the answer, but here's another set of logs..
