I just got my pc back, fresh format (from another issue), clean install of Windows, latest stable DB, D3, etc. Everything's new and shiny. I read the pinned post about settings, did all of that, restarted the game, let it load to character, went inside the game, started DB, entered my key (even double checked to make sure my license is still active, it is), and the game is still stuttering like it's having framerate issues. My latency stays around 94-96ms both botting and not, which is pretty decent, given my internet (10Mbps down/512k up DSL).
I noticed this in red just a second ago in the DB window:
[Trinity][Performance] Execution of Navigator.MoveTo took 2492.69ms.
[Trinity] Navigator Moved dest=x="638" y="809" z="1" (Name=GoldLarge Dist=54 IsElite=False LoS=False HP=-1.00 Dir=N) duration=2493 distance=59
[Trinity][Performance] Execution of HandleTarget.HandleBasicMovement took 2494.44ms.
[Trinity][Performance] Execution of HandleTarget took 2529.99ms.
So I'm assuming it's a performance issue with Trinity, or taking a wild guess. I should also note the issue does not happen in town, while closing a rift or running errands, only while inside a rift and heavily while engaged with mobs. I have updated video drivers, shrunk the screen as much as I'm able to do so and still be able to see it, and even hitting Z to zoom in still doesn't help.
This is a fairly new pc, I had it custom built back in March, it's an Asus gaming rig running Win 8.1 with 16G RAM, and a Radeon R7 250 Core Edition 2GB vid card that I just installed yesterday (and made sure drivers were up to date).

EDIT: I just updated video drivers *again* as it seems AMD released a new driver for my card. Updated, rebooted, still having same issue. Here are new logs.
