Is there a way to not DISMOUNT on quests?

It keeps bugging me for a while, is there a way or a setting to turn OFF dismount when completing or starting a quest?

No, but people are so used to being and seeing people dismounted when they interact with objects that they don't even realize something is off. Most people don't have that level of awareness.
