Is stealing someone else's work allowed in this forum?

Hi all, I'm rather new to this forum, but I successfully translated Arcanum Enchanter v1.1.0 plugin by Xzjv 2 days ago (which is an excellent plugin, by the way: https://www.thebuddyforum.com/demonbuddy-forum/plugins/186875-plugin-arcanum-enchanter.html)
and someone on Korean forum shamelessly steals my work, claims it to be his work, and disallows redistribution on his own!

I earnestly work on translation, because all I wanted was to contribute to the community. And it seems all I'm getting is such an insult. Is this kind of behavior tolerated in this forum?

Above imgur link is 3 screenshots I took using npp's compare tool. What I uploaded 2 days ago is on the left and OP's is on the right.
It shows on the first screenshot that OP is clearly taking credit for enchanting.cs file's localization.
2nd and 3rd screenshot shows that the plugin's localization part, which is line 458 and line 510 to 522, is identical to my work.

The offender removed his link from the post, although without public/personal apology, as I expect no better from such offenders in general, topic's closed for me.

No but yes. This is a grey subject that is basically all work is on a certain license unless otherwise stated. this is in the wiki some where. I shall look for it.
