Is a loot rules plugin possible?

I was wondering if creating a plugin to handle looting was possible. The ones I'm familiar with are profiles that, while relatively easy to customize, are pretty out of date and also almost exclusively use weight/scoring. With the mystic in the game, it's much easier to find decent items and reroll them into much better ones.

I'm looking for something that's able to recognize the number of attribute rolls and see if it has at least X of the Y primary rolls I'm looking for. I guess what I'm saying is that I'd like to get rid of the weight/scoring system and just look to see an item has the right attributes/number of attributes for rerolling.

You can do that with Trinity item rules but it is missing crucial new affixes not supported by Demonbuddy such as element skill damage and skill damage.
