Improvement ? Think that's impossible

I curently running 2 db on my pc .. It's a low pc that i use just for db .. CPU amd athlon dual core , with 3.2 ghz/1 core , 4 gb ram , 1 gb graphic .
with d3 pref modified my cpu stays at 50-60% .

My big problem is that my clients all time runs like i have a huge latency .. i think the word in english is " stuttering " ...

I run with a *** becouse i am in germany .. My internet connection after i log in *** it's betwen 10 and 15 bm/s ...
The problem is my internet connection or my pc ??
If the problem is my internewt connection is there any program to change the ip only for db ?? or to make the *** to run just for 1 program ??

Is a cpu problem, i have the same cpu in one of my pc, and that give me the same issue. i was trying to use some d3prefs , cleaning computer... and all kind of things and wasn't to do anything better than that . That cpu suffers so much because you are running 2 bots and translates it in a species of lag. Your connection is fine for run 2 bots and i don't think the problem come from it, because i have a better connection than you, and i have the same problem. You can run 2 bots, but all you need to know is :the normal cpu working will be this .
P.D : English isn't my native language but i think u can understand all more or less well ^^
