I might be crazy but today i logged in and started to run H/B there have never been that mutch lvl 80 in every town and i mean every town!!!.. so i think is it something they up to...

when i camed to a town i started the h/b and suddenly i had a lvl 80 in front of me standing there and after i ran towards him he started to run same route as i did... and this was in a low lvl area....

i think blizz/gm using ,maybe try to locate booters by using h/b or g/b to see the route of people.

This has probably something to do with the starting of the Cataclysm Prologue (http://www.mmo-champion.com/content/2054-Cataclysm-Prologue-Elemental-Invasions-Started).
Theres an achievment which requires you to close rifts in different zones and a bigger questline which takes you through some lowlevel zones.

I highly doubt that blizzards way to catch botters is botting themselves, so either you you got extremely "lucky" finding something botting the same profile as you, or it was a casual player.
