I have problem with healer set up

Good evenin to everybody! I go to set up my healer to heal and make some other defensive skills when my pt goes low but theres my problem..the healer takes the tank target and start healing him withoutany reason even the tank was full hp...with that way my mp runs out. i just want heal WHEN my target hp goes 70% or low AND ONLY THEN
