I get an error when I start HB? :( Help!

Hey guys, So heres the error that I get when I try to open up HB. "Could not load file or assembly 'Microsoft.Licensing.Runtime2.0.Version=3.0.1913.225, Culture=neutral, PublicKeyToken=5b7832056d5afd0b' or one of its dependencies. The system cannot find the file specified.

If anyone has any idea on how to fix this error, please write back. I'd really like to get this bot going. Thank you taking the time to read this.

do you have .net 3.5 installed and turned on?
