I actually have no idea if Niantic is gathering such information as a hidden mechanic, but it sounds kinda fishy for botters to somehow keep the best IV pokemon without even checking (specially when automatically discarding <50 IV pokemon), and for players to never miss a throw. A failure % wouldn't be bad.
I personally only check (when not using the bot) competitive pokemon, so it could have a checkbox list like the catch/transfer tab to decide which are appraised and when: Right after being captured or before transfering.
