I faced the same problem and tried to work it out with the 1 mana-rule yet it didn't work :"( , waiting for the fix.

cant find _mulligan_Rush.txt (if you dont created your own mulliganfile, ignore this message)
[Mulligan] The mulligan execution check [mulliganData.UserClass == TAG_CLASS.HUNTER] is false, so the mulligan criteria [card.Entity.Id == "DS1_184"] will not be evaluated.
//I think the HSBTB can't save the _mulligan_Rush.txt

Hmm. Something has been updated. I checked it out.
If there are files _mulligan_Control.txt or _mulligan_Rush.txt - the bot uses it. If these files are missing, the bot uses _mulligan.txt by default.
So you can rename _mulligan.txt or leave as is.

Not sure if it's request to HSBToolBox or to bot itself, but here you go:
1) Keep card x if we have card y and card z (and coin).
2) Mulligan for good hand like: 1+2+3 drop or 1+3+3+4 drop with coin.

You get it. The point is keep a card if you have 2 more different cards. There is a similar option, but don't work with different cards. As explained by iso, if i want to keep card X if have Y and Z, even just Y will make hb to keep X. That's not what we want.

Mulligan doesn't work for me.
I've tried adding discard rule for most spell cards and minions that have mid- to late-game dependencies with "discard all 4 mana and above"-rule. Still doesn't discard cards like hunters mark.
I've tried the 1 mana discard rule and then adding what I wish to keep. Still doesn't discard cards like hunters mark.
Edit1: Done some testing and it seems that the Visual Mulligan Editor isn't quite keen when it's set to All vs All and tends to reset itself all the time. I confirmed this by simply lowering the manarule to 3 and after I save and reboot HSBToolbox it remains on 4.
But when I pick a class vs all it remains.
