How to get my paladin to use seal of insight every 30 minute?

I don't think you can but you might want to wait for an expert to respond to that. You can always set it in a cast rotation so every time you get in a fight it will cast it at the beginning.

How to make the plugin? my pally sucks everytime it rans out so i really needs it. i tried using another ret pally cc from here but it didn't use it

LOL at no-one noticing that this is in the gatherbuddy section of the forums, I assume that he's using GB1, therefore the seal needs to be included in one of your macros (I'd suggest the 15 min button, can't remember which one it is right now).
