I am assuming you are referring to my link for $9 VPS, have in mind for $9 per month you get 5 IPv4 addresses not 1 so its $1.8/bot/month for clean IPv4 address (as in noone uses it except you)
also there are cheaper offers on page Low End Box - Cheap VPS Hosting Providers Listing & Reviews there is one box with 1 IPv4 + 5 IPv6 address for $15/year ($1.25/month) i didnt select that one for myself because they have only one Point Of Presence as in offer IPs in only one country - UK, one continent, one i selected has something like 10 Points Of Presence you can choose from both in USA and Europe, but if you dont need/want that you can get IPs at half price i mentioned (even lower if you want IPv6, those are practicaly free).
I personally dislike public ***s because they always share your IP, for example if you bot 8/24 other 16 hours same IP could be used by someone else running WOW bot, even worse your IP is not always same, it usually changes, with VPS its always there and always yours, well worth time needed to configure it
