There is no minimum skill requirement for this to appear. Some very lucky people have gotten this as their first fossil project.

However, it is rare and may not appear until much later; when it pops up for you is just luck. Most people seem to get it after 225. You also may have to make a lot of duplicate common fossil artifacts for it to proc.

I can't give you an exact time I got it, but I do remember I got the Fossilized Raptor mount long before I got the matching companion pet... It was pretty early into my archaeology grind. Maybe in the first day or two.

It's all RNG though...

I do believe you'll get it faster collecting artifacts in Kalimdor rather than Eastern Kingdoms. That was my experience.
