Depends on which license you buy. The best deal is lifetime, which will work for 3 accounts, so you are correct that for 16 accounts, you would need 6 lifetimes, which would give you up to 18 licenses. You can also buy individual GB or HB licenses, and HB also comes in a 5 pack. If you want to use GB2, you need lifetime, or the flight plugin.
