How does bot chose between aoe and single skill?

I wonder, how does the bot chose between them?

Sometimes I have 6-7 mobs next to one another yet the bot still choses single skill instead of aoe

Utility.NumberOfMobsNear

Search ExampleRoutine for that and you will see how it is triggered.
