How do we all NOT get caught?

I was curious on what exact measures Blizzard has put in place to prevent cheating, and I came across this.




If this is true, and not just a ploy to scare us all (which I assume it's not) What is it that stops Blizzard from detecting HB?

Especially point 2 and point 3.
