How do I add a spell to the combat rotation?

I have no idea how to modify the crusader combat rotation for LoN. The top build right now is using condemn-vacuum instead of a law paired with strongarm bracers. I would really like to test this build out. I've tried setting the AoE count to one however it is still not being cast at all. Can anyone point me in the right direction? Thanks!

Thanks! Sorry for the late reply it took me a while to be able to watch it run to get more details. So it appears that it will need further optimization to be viable for high end greaters, it is spamming it almost on cooldown instead of using it in tandem with spiked or right before blowing cooldowns. It is however working and it has been working great for farming TX though for sure!

It should sync with CoE like all other skills, using it off cooldown when it can get away with it and saving it for late lightning when it can't.
