Honorbuddy (questbuddy) stuck waiting for object to appear

I've tried the steps detailed here (Honorbuddy:HelpDesk:Cache corruption problems - The Buddy Wiki) to no avail, it just keeps going to some random dock with no NPCs to pick up this quest that is actually started across the zone. I tried manually picking the quest up that it says it's trying to pick up (Step Three: Prophet! - Quest - World of Warcraft) and the NPC isn't there.

Any ideas? Thanks!

Quest log empty and it still runs for that specific quest.
