Honor buddy won't start up

I just re installed windows, and installed .Net framework along with finishing wows installment, i have it set to dx 9 and playing on the wow 32bit client and still having problems

I bought honorbuddy 15 mint's ago i downloaded it,instaled that little utility that installs the correct C++ runtime and correct .Net version, i run wow on 32bit it's windowed and directX9 after i write down the password i can't loginn into the honorbuddy like in the ss that i'l link +to be more secure i disabled my antivirus so it can't block it... i don't know what to do anymore... can u help me out?
