Help with my CC Paladin, please! Noob question!

Hello everyone.

In my CC, I have told my bot to only use consecration when there are more than 5 mobs around. However, it LOVES to use it at two mobs anyway.

How do I solve this issue? (It's a huge problem to me)

I'm using the default cc

edit: Tried to move it up to 200 as well. It does as it pleases and uses it anyway -.-
