HB Error? Help!!!

Hey guys. So when I start HB heres the error I get

"Could not load file or assembly 'Microsoft.Licensing.Runtime2.0.Version=3.0.1913.225, Culture=neutral, PublicKeyToken=5b7832056d5afd0b' or one of its dependencies. The system cannot find the file specified.
If anyone has a clue on how to fix this please write back, Thanks for your time.

make sure that you have all Hb files under a folder

Can they be in the rar folder or do i have to make one?

make a new installation from scratch and if you have problem come on Live Support at [email protected](msn)
it can be under any folder
