I guess you can pay some arena guys to level up your guild for you or keep around 150-250k handy to buy a lvl 20+ guild, obviously guilds get cheaper the lower level they are.

I tried to sell a guild on an old server, only level 2 but had 4 or 5 tabs and the only offer I got was for 2k so I just kept it.

Just join one of the many lvl 25 social guilds that invites EVERYONE. Every server has one or two of them

I did that for a bit but people in the guild started questioning why a lvl 30 toon was in icecrown lol
