I am pretty sure there is one somewhere. I am planning on tweaking mine and releasing it soon but I would say to try to find a good questing one or pvp level because of all the xp needed.

Yes it does, but it would be very easy to change the Vendor coordinates. If you do not know how to do it, the Wiki should be able to provide you with the information.
