grind for [Shadow Council Invasion]

Hey, i cant seem to find any grind profile for triggering Shadow Council Invasion, the best spot is in shattrath city i have read.
i have been there, its kind of a pain to grind there, mostly elites and big packs.
or anyone have other suggestions where to grind.
