I've had this happen a bunch on multiple characters, off the top of my head I'd say always while doing a questing profile. It will get in range of a flight master, go over and open the flight map and then stand there until it goes afk and eventually logs out. Not all the time by any means, but sometimes. I've found closing HB and restarting fixes it.
