Framelock makes the FPS drop from 100 to 5

I am using Combat Bot, just running around in Skyhold and not targeting anything. The second I hit Start on the bot, the FPS drops from 100ish to 5. What is causing this, and can you please look into it? Log attached.

Only in the Legion zones.

In old lands its like before.

Same issue, fps drop to 1-2 fps when I'm in new legion zone. Can't play with HB.

They have to mesh all the new zones, right? So probably quite a while.
